ICT as medium for advocacy and developmental communication.
THE SOCIAL POWER OF SOCIAL MEDIA
Digital Citizenship- The availability of cheap smartphones in the market, free Facebook for some networks, and low cost text messaging, make information and communication easily accessible. We observe people bury their faces on their smartphones and see younger people spend countless hours in front of their computers or video game consoles. This is not surprising since we, Filipinos, were considered as the most active texters in 2011. And in 2014, we led the world in social media engagement. Given that Filipino people are active in the use of technology, in general, the question we ask ourselves now is: “Are we really prepared enough to be good and responsible digital citizens?” Digital Citizens are people who utilize information technology regularly and effectively. Digital Citizenship refers to the norms of appropriate and responsible use of technology. Mike Ribble, et al. identified nine elements of Digital Citizenship that focus on current issues with the flexibility to accommodate changes in technology. Learning about responsible Digital Citizenship will prepare and allow students to build better online presence and foster productive online communities.
The Nine Elements of Digital Citizenship

Digital Access- Digital Access is defined as the full electronic participation in society. It advocates equal digital rights and opportunities for people to access technology.
Digital Commerce- What is Digital Commerce? Digital Commerce is defined as the electronic buying and selling of goods. This element aims to provide understanding on how to be responsible and careful consumers in the digital economy
Digital Communication- What is Digital Communication? Digital Communication is defined as the electronic exchange of information. This element understands that communication has changed with the introduction of mobile phones, texting, and social networking. It also considers the implications involved in these avenues of communication.
Digital Literacy- What is Digital Literacy? Digital Literacy is defined as the process of teaching and learning about technology and the use of technology. This element considers the importance of learning how to use technology effectively and appropriately. Although most technology are designed for ease of use, it is still important for people to be taught how to use technologies to maximize access and efficiency.
Digital Etiquette- What is Digital Etiquette? Digital Etiquette is defined as the electronic standards of conduct or procedure. Technology may be an important part of our lives now, but it is not an excuse for bad real-life etiquette. Digital Etiquette tackles the issue of inappropriate use of technology that affects others and our relationship with them.
Digital Law- What is Digital Law? Digital Law is defined as the electronic responsibility for actions and deeds. Although technology has made it possible to share information easily, information should still be subjected for review. When sharing information through technology, one should consider the appropriateness of the content and should evaluate if what they are sharing and downloading can be legally used.
Digital Rights and Responsibilities- What are Digital Rights and Responsibilities? Digital Rights and Responsibilities are defined as the requirements and freedom extended to everyone in the digital world. Digital Citizenship is similar to being part of a community or a group. When given an opportunity to be in a group, there are certain privileges that come with it. There are also rules we have to follow to maintain that membership. Digital Citizenship allows us to have rights to our content and responsibilities in sharing information that is not ours. These rights and responsibilities may come in the form of Acceptable Use Policies or established rules and regulations.
Digital Health and Wellness- What is Digital Health and Wellness? Digital Health and Wellness is defined as the physical and psychological well-being in a digital technology world. We need to be aware of the health risk inherent in using digital technology. These risks are not only physical but could also be mental.
Digital Security- What is Digital Security? Digital Security is defined as the electronic precautions to guarantee safety. Similar to protecting our homes and possessions, we need to protect our digital information as well. Digital Security understands that there are people who will try to steal our identity so there are suggested measures on how to protect personal and sensitive information.

ICT– a force for SOCIAL REFORM
On January 17, 2001, during the impeachment trial of Philippine President Joseph Estrada, loyalists in the Philippine Congress voted to set aside key evidence against him. Less than two hours after the decision was announced, thousands of Filipinos, angry that their corrupt president might be let off the hook, converged on Epifanio de los Santos Avenue, a major crossroads in Manila. The protest was arranged, in part, by forwarded text messages reading, "Go 2 EDSA. Wear blk." The crowd quickly swelled, and in the next few days, over a million people arrived, choking traffic in downtown Manila.
"The public's ability to coordinate such a massive and rapid response -- close to seven million text messages were sent that week -- so alarmed country's legislators that they reversed coursed and allowed the evidence to be presented."
The three Faces of Social Media
The Good- used for communication where distance no longer matter.
The Bad- allowed people to behind screens and avatars and it has taken over our lives rather than us being in control.
The Ugly- it has become a common cause to broken relationships, self-centeredness and egocentricity. It is also for frauds and child abuse.
